Stealing is Stealing

A man that does not want to work and steals from a working man is called a criminal.  He took the working man's livelihood.  Why then is the man that does not want to work not a criminal when he sells his vote to a thug politician that legally takes the working man's money and gives it to the man that does not want to work. Stealing is stealing, parasites are parasites, and thug politicians are thug politicians.
